China, 1st Candidate ( most potential bid winner) of the concentrating solar system (solar field) of CPECC Hami 50MW molten salt tower CSP demonstration project is officially announced.
CSPPLAZA correspondent learned from the bidding that Dongfang Boiler Group Co., Ltd. (hereby referred to as DBC) will apply Stellio heliostat developed by The Stellio Consortium: Schlaich Bergermann Partner Sonne gmbh\Masermic\Ingemetal. The Stellio heliostat technology won CSPPLAZA Innovation Award in 2017, and has been chosen by Redstone CSP tower station with molten salt in South Africa. But the project has not started construction yet.
There will be a period of time after the announcement seeking public opinions about the result, and if no cons are expressed, the consortium of DBC and SBP will be awarded the contract . In that case, the Hami 50MW project will be the first commercial plant applying Stellio heliostat in China once installed.

According to CSPPLAZA’s earlier report, the Hami 50MW project was open for bid on December 26th, 2016, and the bid winner is scheduled to be announced on January 16th, 2017. However, the bid was postponed with technology bid opening on Feb. 2nd, 2017, and price bid on March. 2nd. The bid winner candidates are not announced till today, entire 6 months after the bid opening.
There were 6 enterprises competing for the bid:
1. Beijing Shouhang IHW Resources Saving Technology Co.,Ltd.
2. Zhejiang SUPCON Solar Technology Co.,Ltd.
3. Shanghai Electric Group – BrightSource CSP Engineering Co.,Ltd.
4. SEPCOIII Electric Power Construction Corporation
5. Dongfang Boiler Group Co., Ltd.
6. Harbin Turbine Company Limited
There are huge price gaps between the offers. Amid DBC offers the lowest price at CNY 490 million (about USD 73.45 million) while Harbin Turbine Company Limited offers the highest price at CNY 1100 million (about USD 164.9 million). SUPCON and Shouhang IHW’s offers are between CNY 710~720 million (about USD 106.4~107.9 million).
DBC as the first candidate will be officially awarded the contract after a certain period when the tender announces and seeks public opinion. The tender has declared that once the bid winner is confirmed, Hami 50MW project’s construction will start right away to enable the plant to be operational as soon as possible.
