The heat transfer and storage system EPC procurement for CGNSEDC Delingha 50MW CSP project has been determined, the winning bidder is Shandong Sunway Petrochemical Engineering Share Co., LTD.(abbreviated as Shandong Sunway).
Previously, the heat transfer and storage system EPC procurement bidding for CGNSEDC Delingha 50MW parabolic trough CSP project was firstly bided in June 17, 2015 but failed to meet the demand of procurement, so CGNSEDC revised the qualifications of bid and started a tender anew.
On June 17 of the first bid opening, there were six companies opened their bidding price, including Sedin Engineering Co., LTD., East China Engineering Science and Technology Co., Ltd. (ECEC), Hualu Engineering & Technology Co., Ltd., China Kunlun Contracting & Engineering Corporation, China Tianchen Engineering Corporation (TCC), and Shandong Sunway, of which, Shandong Sunway issued the lowest price 208696867 Yuan. In the second tender anew, there were eleven units issued their bidding prices, including Inner Mongolia Electric Power Survey and Design Institute Co., Ltd, Hualu Engineering & Technology Co., Ltd., China Kunlun Contracting & Engineering Corporation, Sedin Engineering Co., LTD., East China Engineering Science and Technology Co., Ltd. (ECEC), Northwest Electric Power Design Institute Co., Ltd, Shanxi Electric Power Design Institute Co., Ltd, Northeast Electric Power Design Institute Co., Ltd, China Petroleum First Construction Corporation, Shandong Sunway and China Shipbuilding Industry Corporation of 703 Institute, of which Shandong Sunway quoted prices was 255958877 Yuan, but the price was not the lowest price, and Sedin issued the lowest price, that was 228180000 Yuan.
The heat transfer and storage system EPC procurement is not proceed with the ADB loan, but there is widespread controversy in the industry because the determined bidding winner is not accorded with the lowest bid principle. In addition, the bid announcement was released on January 15, 2016, and it wrote that if any related parties queried the bidding result, they could submit the objection to the China National Technical Import and Export Corporation in a written form within 3 days from the date of the announcement. If it was expired, the inquiries would no longer be accepted. But the relevant figures think that, the announcement is issued on Friday, and the following is the weekend, so it is too limited for other bidders to make any response.
